Alexandre Barreto de Souza

CADE’s President holds a Master degree in Management, a specialization in Public Management and a Bachelor degree in Management from the University of Brasilia (UNB). He is a Federal Auditor of External Control of the Federal Court of Accounts (TCU in its acronym in Portuguese). From 2000 to 2005 he worked at the Federal Senate as a Technical Advisor assigned by TCU. At TCU, he was the Director responsible for the monitoring of state-owned financial institutions between 2010 and 2013. He also was the Director of the areas responsible for the control over public bids and contracts for all public administration, between 2013 and 2014. His work largely involved rationalization of the procedures, fraud prevention and fight against bid rigging. In addition, he worked as Chief of Staff of the Minister of TCU.
João Paulo Resende

The Commissioner is a doctoral candidate in Economics at the University of Rio de Janeiro. He holds a master's degree in Economics from the University of Minas Gerais; he graduated in Public Administration at the João Pinheiro Foundation School of the Government. He is a Specialist in Public Policies and Governmental Management from the Ministry of Planning. He is also Professor of Regulatory Economics at the National School of Public Administration – ENAP in its acronym in Portuguese. He was a special advisor to the Economic Unit of the Ministry of Mines and Energy from 2007 to 2012; from 2012 to March 2015, he was the director of the Concessions and Public-Private Partnership Unit of the Ministry of Planning.

Maurício Oscar Bandeira Maia
Term: from July 12, 2017 to July 11, 2021
The Commissioner has a specialization in Procedural Labor Law from the University for the Development of the State and the Pantanal Region. He holds bachelor degree in Law from the University Centre of Federal District and a bachelor degree in Business Administration from the University of Brasilia. He was admitted into federal public service through a public exam in 1996 and since 2000 has occupied the position of Federal Auditor of External Control at the Federal Court of Accounts – TCU. He occupied the role of Advisor of the Deputy Minister of TCU for 8 years. He was also Deputy Counselor of the Court of Accounts of the Municipalities of the State of Goiás. He advised the Deputy Prosecutor General of the Federal Prosecution Service at TCU between 2012 and 2017. He is a tutor and instructor of the Serzedello Corrêa Institute, in the area of agent liability at TCU.

Paula Farani de Azevedo Silveira
Term: from February 19, 2018 to February 18, 2022
The Commissioner has a master's degree in International Economic Law from the Georgetown University Law Center in Washington D.C. and a bachelor degree in Law from the University Centre of Brasília. Before taking office, she worked as a lawyer in the field of competition. From July 2007 to September 2008, she worked in Ministry of Justice at the Secretariat of Economic Law, serving as the head of the unit responsible for the assessment of anticompetitive conducts in the agriculture and industry sector.

Paulo Burnier da Silveira
Term: from July 17, 2015 to July 16, 2019
The Commissioner holds a doctorate in Law from the University of Paris II (Panthéon-Assas/ Sorbonne Universités) and from the University of São Paulo. He is an associate Professor at the Law Faculty of the University of Brasília. Between 2011 and 2015, he was the Head of CADE’s International Unity. From 2010 to 2012, he served as a Professor at the Université Paris-Ouest Nanterre la Défense, in France. Between 2005 and 2011, he worked as a lawyer at the law firm Avad, Osório, Fernandes, Mariz, Moreira Lima & Fabião.

Polyanna Ferreira Silva Vilanova
Term: from November 6, 2017 to July 8, 2019
The Commissioner has a specialization in Public Law from the University of Southern Santa Catarina, in State Law and Constitution from the University Candido Mendes and a LLM in Corporate Law from the Getúlio Vargas Foundation – FGV. She holds a bachelor degree in Law from the University Centre of Brasília and a bachelor degree in Political Science from the University of Brasília. In 2017, she was appraised with the awards “Euromoney Legal Media Group Americas Women Business Law Awards” in the categories “Best Litigator in Latin America” and “Litigation and Arbitration” from the Leaders League. In addition, Vilanova was elected by the Global Investigation review – GIR - as one of the 100 best lawyers in the world on the fields of compliance and investigation in 2015.
